Western America is known for its entertainment industry, its historical cowboy roots and its religiously fanatic polygamy. Ok, that last one's not as prominent, but everybody knows it's there. The thing that's happening is that for men to go to heaven, they need at least three wives. At least. So there's a demographical issue, and young boys are driven out of the communities for horrible trespasses, such as watching movies. That way there are enough women to go around.
Also, they're not allowed to date girls, for example. Because that's not one of the most ironic things ever.
This expulsion is explained, as mentioned, because (in the words of a Utah state official) "if you're going to have plural marriage, you need fewer men". He failed to add "tons of booze, suicidal tendencies, selective deafness and an appropiately holy patience".
Boomm. Heaven... I'm in heaven...
